RunAsLimitedUser will launch an application for me using an account that has a limited set of permissions on my box. This gives me a couple of different benefits.
First off, I can test-drive my applications in a very restricted environment and make sure it still run as expteced even though it is not running with adminstrator priviledges.
And another benefit is that I can run applications such as Internet Explorer under the same restricted account, making sure it cannot touch anything in my profile. Sandboxing if you will.
This is not a new feature; there is a RunAs-feature in Windows already, but you need to create the account and enter username/password yourself (each time). I've found that if features are not easy to use, most people don't use them (for better or for worse).
You can bring up the context menu for a shortcut or for an executable and 'Run as Limited User' shows up.
